Requires sober living homes to maintain a 2:6 staff-to-resident ratio, provide 24-hour supervision by an employee, and establish annual continuing education requirements for staff, volunteers and contractors.

Mandates sober living homes and behavioral health residential facilities notify residents' families within 72 hours of admission and provide safe transportation to residents' chosen destination upon discharge.

Increases civil penalties for health care institution violations from $500 to $5,000-$10,000 per violation and creates criminal penalties for operating residential care institutions without a license.

Creates the Indigenous Peoples Protection Revolving Fund from civil penalties, allocating 40% to tribal colleges for social work and behavioral health programming, 20% for restitution to families of deceased victims, and 40% to tribal communities for behavioral health services.
