Adds a new duty for the Department of Child Safety (DCS) director to "take administrative action to improve the efficiency of the department" as subsection A, paragraph 3.

Renumbers existing director duties in section 8-453 from paragraphs 3-21 to paragraphs 4-22 to accommodate the new efficiency duty.

Updates cross-references in sections 8-521 and 41-1750 to reflect the renumbered paragraph regarding cost of care for youth in foster care and independent living programs (changed from paragraph 9 to paragraph 10).

Makes conforming amendments to section 41-1750 relating to the Department of Public Safety's criminal history record information system, updating references to the renumbered DCS director duty regarding guardian appointments.
