• Adds Chapter 9 to Title 1 of Arizona Revised Statutes establishing definitions for sex-based terms in state law, with "sex" defined as biological sex at birth, either male or female, and explicitly excluding gender identity as a synonym.

• Requires state agencies and political subdivisions to replace the stand-alone term "gender" with "sex" in all laws, rules, publications, orders, programs, policies and signage when updates are otherwise necessary.

• Authorizes the state and political subdivisions to establish and maintain separate single-sex environments for males and females in athletics, living facilities, locker rooms, bathrooms, domestic violence shelters, and sexual assault crisis centers.

• Mandates that public schools, school districts, and state agencies collecting vital statistics related to sex for antidiscrimination compliance or public health and crime data must identify each person as either male or female.

• Defines sex discrimination as unfair treatment of a female or male in relation to a similarly situated member of the opposite sex.
