SB1630 Summary

• Establishes the Sex Offender Management Board consisting of 30+ members appointed by judicial, executive, and legislative leaders with expertise in adult and juvenile sexual offense issues, including judges, mental health professionals, law enforcement, prosecutors, and victim advocates.

• Board must develop evaluation procedures, treatment guidelines, intervention methods, and supervision standards for adult sex offenders (including those with developmental disabilities and mental illness) incorporating evidence-based risk-need-responsivity models.

• Board must develop comparable evaluation and treatment guidelines for juveniles who have committed sexual offenses and establish a subcommittee of at least 80% approved treatment providers to review and recommend revisions to guidelines.

• Board shall research effectiveness of policies, make annual recommendations to the legislature for allocating funds, and develop educational materials for schools regarding sex offenders and safety concerns.

• Board terminates July 1, 2032, with the authorizing statute repealed January 1, 2033.
