Amends Arizona driver license and nonoperating identification license laws to allow applicants to provide an individual taxpayer identification number (ITIN) or consular identification card number instead of a social security number.

Requires applicants to provide one of the following: social security number, ITIN, or consular identification card number as part of the application process.

Driver licenses issued to applicants who do not provide a social security number must be marked with "for driving privileges only. Not valid for identification."

Extends the validity period of driver licenses to eight years for applicants who do not provide a social security number on their application.

Adds "consular identification card number" to the definition of "highly restricted personal information" that is protected from disclosure by the Department of Motor Vehicles.
