Amends Arizona Revised Statutes Section 16-407 to change the expiration date for election officer certificates from "before January 1 of each general election year" to December 31 in the year after the general election.

Election officer certificates now have a two-year validity period rather than requiring renewal before each general election.

Maintains existing requirements that election officers must hold a valid certificate issued by the Secretary of State and demonstrate competence to perform election duties.

Preserves exemptions for elected officials, clerical and secretarial personnel, counting center personnel, precinct election board members, and city or town election officials.

Continues the election training fund established for reimbursement of city and town employee training costs through the Secretary of State's certification program.
