Allows labeling of aquaculture, livestock, and poultry products as "mRNA free" in black text on an orange background if the animals did not receive messenger ribonucleic acid vaccination, with label size limited to one-quarter inch in height.

Prohibits the director of the Department of Agriculture and the state veterinarian from requiring or administering mRNA vaccines for animals and poultry unless the vaccines have received full approval from the United States Department of Agriculture or Food and Drug Administration, excluding emergency approvals.

Applies definitions of "aquaculture," "livestock," and "poultry" from existing state law to the new vaccination disclosure requirements.
