Prohibits labeling food products that are not derived from livestock or poultry as meat, meat food products, poultry, or poultry products.

Specifically bans misbranding or misrepresenting cell-cultured food products and synthetic products derived from plants, insects, or other sources as meat or poultry.

Authorizes the Department of Health Services to adopt rules, investigate complaints, seek injunctive relief, and impose civil penalties of up to $100,000 per violation with each day constituting a separate offense.
