• Makes technical changes clarifying that "metallurgical processing" applies to mineral extraction permits and changing cross-references to statutory sections related to assured water supply designations.

• Maintains exemptions for mineral extraction, metallurgical processing, and industrial use permits, and preserves existing exemptions for subdivisions with valid type A certificates of assured water supply that meet specified conditions.
