Maintains the random selection of at least two percent of precincts (or two precincts, whichever is greater) for hand counting of up to five contested races, with selection conducted by lot without computer use by county party chairpersons.

Establishes procedures for expanding hand counts if discrepancies equal or exceed the designated margin, potentially extending to full jurisdiction hand counts, with a vote count verification committee responsible for establishing and reviewing designated margins every two years.
