Requires county recorders to prepare and transmit voter lists to the secretary of state not later than 10 days before each general election, limited to voters' names, years of birth, street addresses, and precinct numbers.

Mandates county recorders submit unaltered ballot images, cast vote records in sortable format, and lists of all persons who voted within 48 hours after the official county canvass, with exceptions for large format ballots, UOCAVA ballots, and certain counties' summary reports.

Establishes an electronic portal administered by the secretary of state to receive access requests, requiring requesters to provide identification and sign a declaration prohibiting commercial use, alteration, or voter intimidation.

Classifies commercial use of voter lists or ballot images, or intentional alteration of such materials, as a class 5 felony.

Suppresses personal identifying information, names, and addresses for voters enrolled in the address confidentiality program and for precincts with fewer than 25 registered voters.

Extends the filing deadline for election contest statements from 5 days to 7 days after completion of the election canvass.
