Permits applicants to hire qualified third-party inspectors for certificate of occupancy inspections if the municipality does not conduct the inspection within two working days of the request.

Qualified third parties may include registered engineers or architects, persons certified by international building codes councils for residential construction, or municipality-approved vendors; applicant pays all fees directly.

Establishes appeal procedures allowing parties to challenge permit decisions or inspection results within 15 working days; if no decision is rendered within 60 working days of appeal, the application is deemed approved or inspection is waived.

Exempts hillside development ordinances and floodplain reviews from third-party review provisions and clarifies that municipalities have immunity when issuing permits after third-party reviews.
