Establishes that county recorders shall maintain voter registration rolls for all school elections.

Requires county recorders and county officers in charge of elections to conduct school elections using the same procedures as county elections under titles 16 and 19.

Designates the county officer in charge of elections as the filing officer for all school elections.

Modifies nomination paper filing requirements to direct school district candidates to file with the county elections officer instead of the county school superintendent.

Applies to all elections conducted on or after December 31, 2024.
