Establishes a $2 assessment on every criminal fine, civil traffic penalty, and motor vehicle or traffic ordinance violation collected by courts in Arizona.

Court-collected assessments are transmitted through county/city treasurers to the state treasurer for deposit into the newly created peace officer nonlethal device fund.

Fund monies may only be used to purchase nonlethal devices for peace officers that do not cause permanent harm or injury during apprehension of suspected offenders.

Courts may mitigate all or part of the assessment using the same authority and limitations for mitigating fines under existing law.

State treasurer administers the fund and invests its monies; the fund is exempt from appropriation lapsing provisions but remains subject to legislative appropriation.
