SB1670 - Public-Private Partnership Contracts

• Amends Arizona Revised Statutes section 41-2559 to expand public-private partnership authority to include information technology vendors in addition to automated systems vendors.

• Authorizes the director of the department of administration and the director of the department of emergency and military affairs to issue requests for proposals and enter into public-private partnership contracts for military rotary wing aviation flight and maintenance training and services.

• Requires private sector entities to deliver services without state funding, procure personnel and goods at their own expense, and demonstrate capacity to operate all aspects of aviation training programs under department oversight.

• Prohibits the state from sharing liabilities with private sector partners and requires written agreements for reimbursement when services are provided to U.S. or foreign military personnel.

• Creates a temporary authorization for military aviation training partnerships that expires September 30, 2026; requires joint legislative budget committee staff consultation before contract awards to assess fiscal impact.
