Adds new subsection (d) to section 15-424 to establish how candidates fill unexpired vacant terms in school district governing board elections, with highest vote-getters filling four-year terms and next highest filling remainder of unexpired terms.

Reletters subsections in section 15-424 from (D) through (I) to (e) through (j) to accommodate the new subsection addressing unexpired terms.

Amends section 16-314(D) to exclude general school district governing board elections from the requirement to designate expiration dates of unexpired terms on nomination petitions.
