Establishes the Antihuman Trafficking Grant Fund to be administered by the Governor's Office of Youth, Faith and Family, with funds continuously appropriated by the legislature.

Appropriates $10,000,000 from the state general fund for fiscal year 2024-2025 to the grant fund.

Allocates $500,000 for fund administration and $9,500,000 in grants to municipal and county law enforcement agencies, with awards capped at $500,000 per agency.

Designates the appropriation as ongoing funding for future years and exempts it from lapsing provisions.
