• Amends terminology from "secure state mental health facilities" to "secure behavioral health residential facilities" throughout statutes 13-712, 13-4521, and 36-425.06.

• Clarifies that persons committed under section 13-4521 (dangerous and incompetent defendants) receive credit for all time spent in secure behavioral health residential facilities or the Arizona state hospital against future sentences if found competent.

• Limits secure behavioral health residential facilities to a maximum of 16 beds and prohibits mixing of patients—facilities serving court-ordered placements under section 36-550.09 cannot serve patients committed under section 13-4521, and vice versa.

• Requires the Arizona Health Care Cost Containment System to submit annual reports by September 1 detailing fund usage and available bed capacity in each facility, with separate reporting for patients placed under section 36-550.09 versus those committed under section 13-4521.
