Amends Arizona Revised Statutes section 28-721 to establish a $250 civil penalty for driving at less than the normal speed of traffic while occupying the left lane or not keeping to the right-hand side of the roadway.

Requires drivers proceeding at below-normal traffic speed to drive in the right-hand lane or as close as practicable to the right-hand curb or edge, except when overtaking, passing, or preparing for a left turn.

Mandates that defensive driving schools and traffic survival schools include educational materials about proper lane usage and keeping right on roadways.

Requires the Arizona Department of Transportation to incorporate information about proper lane positioning and slow driving requirements into examination, information, and education materials.
