Amends Arizona Revised Statutes sections 36-202 and 36-541 relating to the Arizona state hospital.

Prohibits the state hospital from placing any limit on patient admissions based on a patient's county of residence; admissions must be based solely on clinical need for treatment.

Removes the requirement that a "legally available funded bed" exist at the state hospital before a court may order a patient's placement there during court-ordered treatment proceedings.

Maintains existing provisions allowing courts to order direct state hospital placement when local mental health treatment agencies cannot meet a patient's specific needs or are unavailable.
