Establishes requirement that the Department of Veterans Services award at least $2,000,000 or the balance in the fund annually, whichever is less.

Prohibits the department from denying or refusing to award grants to applicants solely because they are previous grant recipients.

Requires the department to publish a list of grant recipients on its website.

Directs the department to submit an annual report beginning in fiscal year 2025-2026 to the governor and legislature on the number of veterans who received services through grant-funded organizations.
