Expands the definition of "drive by shooting" to include weapon discharge from within a motor vehicle or immediately after exiting a motor vehicle, broadening the previous definition that only covered discharge from a vehicle.

Maintains that drive by shooting is a class 2 felony offense when a person intentionally discharges a weapon at a person, another occupied motor vehicle, or an occupied structure.

Requires convicted persons to surrender their driver license, which shall be invalidated or destroyed, and mandates driver license revocation for a period of at least one year but not more than five years as ordered by the court.

Makes motor vehicles used in drive by shooting subject to seizure and forfeiture proceedings under chapter 39 of Arizona Revised Statutes.

Defines "motor vehicle" and "occupied structure" by reference to existing Arizona statutory definitions in sections 28-101 and 13-3101 respectively.
