Amends Arizona Revised Statutes section 15-2404 regarding Arizona Empowerment Scholarship Accounts (ESAs).

Prohibits qualified schools from altering their creed, practices, admissions policies, or curriculum as a condition of accepting ESA payments from parents.

Establishes that in legal proceedings challenging the law's application to qualified schools, the state bears the burden of proving the law is necessary and does not impose undue burden.

Caps tuition and related fee increases for qualified students to the percentage change in the consumer price index from the previous year.
