Amends Arizona Revised Statutes section 39-121.02 regarding public records access and legal remedies.

Prohibits courts from awarding attorney fees to officers or public bodies in public records denial actions, while preserving the ability to award fees to persons seeking records who substantially prevail.

Allows persons seeking public records to appeal denials through special action in superior court and pursue damages against officers or public bodies for wrongful denial of access.

Preserves the right of non-officer/non-public body parties to recover attorney fees, expenses, and double damages under Arizona Revised Statutes section 12-349.
