Modifies section 15-1466.01 to change how state aid is calculated for dual enrollment students (high school students taking college courses taught by high school instructors on high school campuses).

Changes dual enrollment funding from a 50% reduction in state aid to allowing community colleges to receive full state aid without reduction for these students.

Appropriates $1,063,300 in total state general fund monies for fiscal year 2024-2025 to 11 Arizona community college districts to fully fund dual enrollment students.

Specific appropriations include: Maricopa County Community College District ($852,800), Pima County ($58,900), Navajo County ($31,000), Yavapai County ($31,600), Mohave County ($25,900), and smaller amounts to seven other districts.

Requires the Auditor General to separately audit full-time equivalent student enrollment for students taking courses for both high school and college credit simultaneously.
