Amends Arizona Revised Statutes section 5-1304 to allocate unissued event wagering operator licenses to federally recognized Indian tribes that have signed the most recent tribal-state gaming compact.

Requires the director to immediately make available and issue any unallocated licenses under subsection A, paragraph 1 that were not issued by September 30, 2022 to eligible Indian tribes, their designees, or entities fully owned by Indian tribes.

Provides that any event wagering operator licenses that are not renewed shall be made available and issued to federally recognized Indian tribes, their designees, or entities fully owned by Indian tribes that have signed the current tribal-state gaming compact.

Maintains the existing framework of up to 10 licenses for non-tribal applicants (professional sports team owners, sports facility operators, or NASCAR promoters) and up to 10 licenses for Indian tribes.
