Amends Arizona Revised Statutes Section 5-1305 regarding event wagering operator licensing and background investigation requirements.

Requires the department to keep confidential all information, records, interviews, reports, and statements used in reviewing event wagering operator license applications, but mandates immediate release of such materials to any member of the legislature upon written request.

Makes confidential application materials not exempt from disclosure in compliance with court orders, subpoenas, statutory audits, or pursuant to public records law (title 39, chapter 1, article 2).

Clarifies that Indian tribes operating event wagering exclusively on Indian lands are exempt from state licensure requirements and remain governed by tribal-state gaming compacts and federal Indian gaming law.

Requires licensees to notify the department in writing within 30 days of any material changes to their license application information and maintain conspicuous display of their license or make it available for inspection.
