Extends the deadline for implementing Pascua Yaqui tribe special plates from December 31, 2023 to December 31, 2025, contingent on receipt of $32,000 in implementation fees by the later date.

Maintains the $25 fee structure for Pascua Yaqui special plates, consisting of an $8 special plate administration fee (deposited in the state highway fund) and a $17 annual donation to the Pascua Yaqui tribe.

Authorizes the director to combine Pascua Yaqui tribe special plates with personalized special plates, subject to additional personalized plate fees.

Requires the Pascua Yaqui tribe to use collected donations exclusively for education scholarships (including academic and extracurricular activities for tribal children) and legal assistance for unrepresented persons.

Makes the act retroactively effective from December 30, 2023.
