Amends the definition of "other event" in sections 5-554 and 5-1301 to clarify it means a competition of relative skill or an event authorized by the department of gaming, while explicitly excluding electronic games with casino-style interfaces (spinning reels, slot machines, blackjack, poker, roulette, craps).

Removes the conditional language in section 5-554 subsection J that tied establishment of electronic keno and mobile draw games to conditions in sections 5-1213 and 5-1321, allowing these games to be established immediately.

Updates definitional provisions in section 5-1301 to align numbering and clarify that "other event" excludes casino-style electronic games offered over the internet or on mobile devices.

Corrects grammatical construction in section 5-554 regarding lottery prize payments and elected official names on tickets by changing "no" to "an" with corresponding text updates.
