Prohibits the Arizona Department of Corrections from entering contracts for inmate telephone system services that allow the department to receive revenue exceeding its reasonable operating costs.

Specifically prohibits contract terms including commissions, profit sharing, percentage payments, up-front signing bonuses, and inflated rent payments.

Prohibits contracts that require supplying technologies unrelated to actual telephone service.

Applies to all inmate telephone system service contracts and agreements.
