Removes the $1.50 per hour wage cap for prison labor and instead requires compensation be at least the minimum wage prescribed by Arizona Revised Statutes Section 23-363.

Changes compensation requirement for private prison contracts from a minimum of $2.00 per hour to compensation that is commensurate with the market rate for similar contracts in the state.

Restructures mandatory wage deductions for prisoners earning at or above the minimum wage, adding court-ordered dependent care as the first deduction and establishing a new 30% deduction for room and board costs.

Provides that prisoners receiving minimum wage or higher compensation shall have $.50 per hour plus 10% of adjusted balance remaining credited to their spendable account after mandatory deductions.

Updates the transition program fund to reference the revised deduction structure for collecting monies from prisoner wages for transition program services.
