Automatically restores voting rights upon final discharge (completion of probation or absolute discharge from imprisonment) for individuals convicted of felonies in Arizona or other jurisdictions, without requiring a separate application.

Amends Section 13-907 to clarify that first-time felony offenders automatically regain civil rights upon completion of probation after paying victim restitution, with voting rights specifically restored upon final discharge.

Amends Section 13-908 to establish automatic voting rights restoration for individuals who have previously been convicted of felonies or who have not paid restitution, upon final discharge, rather than requiring discretionary court approval.

Defines "final discharge" as completion of probation or absolute discharge from the state department of corrections, another state's prison, or federal Bureau of Prisons.

Does not affect firearm rights restoration, which remains subject to existing restrictions for dangerous and serious offenses and requires separate court proceedings under Section 13-910.
