Establishes community college opportunity grants beginning August 1, 2024, to cover tuition and approved educational fees for up to 18 credit hours per year at tribal colleges or community colleges in Arizona.

Requires eligible students to have graduated from an Arizona high school or obtained a high school equivalency diploma, completed a free application for federal student aid, enrolled for at least 6 credit hours, maintained a minimum 2.0 GPA, and reported a federal adjusted gross income of $65,000 or less (dependent) or family adjusted gross income of $65,000 or less (independent).

Creates the community college opportunity grant fund administered by the state treasurer, with grant amounts calculated as tuition and approved educational fees minus all other financial aid, prorated if funds are insufficient and students enroll in fewer than 12 credit hours per semester.

Appropriates $5,000,000 from the state general fund in each of fiscal years 2024-2025, 2025-2026, and 2026-2027 to the community college opportunity grant fund.

Defines "approved educational fees" to include general fees, registration fees, facility fees, technology fees, lab fees, career and technical education fees, and student activity fees.
