Amends section 15-701.01 to require high school students to pass a civics test based on the U.S. citizenship and immigration services naturalization exam, with a passing score of 60 out of 100 questions for the class of 2025 and 70 out of 100 for the class of 2026 and beyond.

Allows students in grades 7-8 to take the civics test early and become exempt from retaking it in high school if they score at least 70 questions correctly.

Creates section 15-701.04 to authorize adjusted graduation credit requirements for qualifying students in grades 9-12, including homeless students, foster/dependent children, and delinquent or incorrigible juveniles under court order.

Requires schools to identify eligible students, inform them of the adjustment opportunity in writing, and provide priority class placement and counselor support for approved adjustments; schools cannot revoke approved adjustments or require transfers as a condition of qualification.

Mandates schools to post adjustment information publicly and establish a uniform request process; allows students or guardians to file complaints with the school district or Department of Education if requests are wrongfully denied.
