Provides tuition waiver scholarships to students in or formerly in foster care at Arizona universities and community colleges if they meet eligibility requirements including residency, citizenship status, asset limits under $10,000, and age under 23 years old.

Requires scholarship recipients to complete a free application for federal student aid annually and complete at least 30 hours of volunteer service per academic year after the first year.

Scholarship remains available until recipient reaches age 23 or obtains an associate degree, baccalaureate degree, or certificate, even if initially terminated, provided they continue meeting eligibility criteria.

Extends tuition waiver scholarships on the same terms to foster children who are members of a federally recognized Indian tribe or are children of tribal members.

Defines "tuition" as tuition and mandatory fees charged by the university or community college.
