Requires event wagering operators licensed for mobile and retail wagering to pay an annual problem gambling fee of not less than three percent of adjusted gross event wagering receipts.

Deposits problem gambling fees into the event wagering fund, with 90 percent of monthly deposits transferred to the state general fund.

Appropriates $1,000,000 from the state general fund in fiscal year 2024-2025 to the department of gaming division of problem gambling for treatment and programs.

Exempts the $1,000,000 appropriation from lapsing provisions, allowing unspent funds to carry forward.
