Appropriates $500,000 from the state general fund in fiscal year 2024-2025 to the Arizona Board of Regents for a dual enrollment instructor scholarship program.

Scholarships awarded on a first-come, first-served basis to eligible teachers in fiscal years 2024-2025, 2025-2026, and 2026-2027 to cover actual costs of educational or training programs meeting Higher Learning Commission requirements for dual enrollment instructors.

Eligible teachers must be certificated and employed by a school district or charter school that does not offer dual enrollment courses and where at least 75 percent of students qualify for free or reduced-price lunches.

Arizona Board of Regents must submit annual reports to legislative leadership and governor detailing the number of scholarship applicants, participating school districts and charter schools, and average scholarship amounts awarded statewide.

Program sunsets December 31, 2028, with any unexpended funds reverting to the state general fund on July 1, 2027.
