SB1739 Summary

• Expands the court appointed special advocate and vulnerable persons fund by redirecting unclaimed lottery prize money (30% of unclaimed prizes) and allows monies to support court functions benefiting vulnerable persons, not just the CASA program.

• Amends concealed weapons permit provisions to require the Department of Public Safety to prioritize in-state residents when issuing permits and to report annually to the joint legislative budget committee on permit statistics including applications, issuances, denials, and processing times.

• Repeals the fentanyl prosecution, diversion and testing fund and antihuman trafficking grant fund effective June 30, 2025, transferring any remaining monies to the state general fund.

• Modifies the Arizona state nonprofit security grant program to prioritize organizations unable to apply for federal funding, establishes an informal review panel to evaluate applications, and extends the program through September 30, 2028.

• Allows the Arizona Department of Corrections to use monies from the transition program fund and alcohol abuse treatment fund for any department expenses in fiscal year 2024-2025.
