Amends the emergency management training revolving fund to make appropriations continuous and exempt from lapsing requirements, and allows the fund to retain fees from symposiums, conferences, trainings, and exercises without reverting excess monies to the general fund.

Increases the threshold for Arizona state parks store fund transfers from $1,250,000 to $1,750,000, allowing the fund to retain more monies before transferring excess amounts to the state parks revenue fund.

Authorizes eligible entities to apply for grants from the water conservation grant fund to distribute rebates for installation of gray water systems.

Extends the fire incident management fund beyond fiscal year 2023-2024 with continuous appropriations and exemption from lapsing requirements; fund repeals and reverts unexpended monies to the general fund on June 30, 2025.

Provides temporary fiscal year 2024-2025 authority for various environmental and natural resource agencies to use unobligated funds, reduce fees, and allocate emergency management funds, with specific limits on water quality assurance revolving fund appropriations ($15,000,000) and vehicle emissions testing fee reductions in area A (5 percent reduction).
