Establishes Arizona Community Colleges Promise Program fund to provide financial assistance to eligible students through community college district scholarship funds.

Requires students to be Arizona residents, meet college admission standards, qualify for federal Pell grants, and maintain satisfactory academic progress to receive and retain awards.

Allows districts to use up to 10 percent of received monies for administrative expenses and student support services, and must prioritize scholarships based on socioeconomic barriers, community engagement, and district-determined factors.

Modifies the spouses and dependents of law enforcement officers tuition scholarship fund by removing fiscal year limits (previously limited to 2023-2027) and transferring unexpended monies to the state general fund on June 30, 2025.

Adjusts financial aid trust fund matching requirements and state aid allocations for community college science, technology, engineering, mathematics, and workforce programs for fiscal year 2024-2025.
