Proposes amending Article IX of the Arizona Constitution by adding Section 26 to prohibit taxation based on vehicle miles traveled by any person in a motor vehicle.

Prohibits the state, counties, cities, towns, and other political subdivisions from enacting rules or laws to monitor or limit vehicle miles traveled unless the person voluntarily consents to such monitoring or limitation.

Exempts interstate agreements established to administer payment or reporting of fuel taxes or registration fees for commercial vehicles operating in multiple states.

Requires submission of the proposed constitutional amendment to voters at the next general election for approval.
