Repeals sections 9-500.39 and 11-269.17 of Arizona Revised Statutes that previously regulated vacation rentals and short-term rentals at the county and city levels.

Adds vacation rentals and short-term rentals as an exemption under Arizona's property rights law (A.R.S. 12-1134), preventing property owners from claiming compensation if local regulations restrict these rental uses.

Expands the definition of "online lodging operator" to include owners of vacation rentals and short-term rentals not listed on online marketplaces, requiring all such operators to obtain transaction privilege tax licenses and display license numbers in advertisements.

Removes restrictions on tax information disclosure by allowing counties, cities, and towns to share vacation rental and short-term rental tax data with designated nonelected officials for enforcement purposes, subject to confidentiality standards.

Directs the Arizona Secretary of State to submit this measure to voters at the next general election for approval as a ballot proposition.
