Amends Arizona Constitution Article IX, Section 21 to change the base fiscal year for calculating school district aggregate expenditure limitations from 1979-1980 to 2024-2025.

Modifies the aggregate expenditure limitation calculation to apply a 1.10 multiplier to the adjusted base amount, adjusting for student population changes and cost of living increases.

Applies to all fiscal years beginning after June 30, 2025.

Requires submission of the proposed constitutional amendment to voters at the next general election.
