Public entities may not enter into contracts valued at $100,000 or more unless the contractor provides written certification that it does not discriminate against firearm entities or firearm trade associations.

Public entities are prohibited from adopting procurement, investment, or other policies that induce or require discrimination against firearm entities or firearm trade associations.

Exemptions apply to sole source contracts and situations where no responsive bids are received from compliant contractors.

"Discriminate" is defined as refusing to trade goods or services with, or terminating business relationships with firearm entities based solely on their status, but excludes actions taken to comply with federal, state, or local laws or for traditional business reasons.

The statute is set to expire on December 31, 2032, and the measure requires voter approval to become law.
