Arizona Legislature applies to Congress under Article V of the U.S. Constitution to call a convention for proposing a federal fiscal responsibility amendment to the Constitution.

Directs Congress to expeditiously approve concurrent resolutions directing the Archivist of the United States to announce that the Article V application threshold has been met, or provide documented proof that it has not been met.

Requires ratification of any proposed amendment by vote of the people in state ratifying conventions.

Mandates the Archivist establish procedures to accurately log, authenticate, store, count, and publicly list all Article V state applications since the Constitution's inception, including those on fiscal restraints and balanced budget matters.

Directs the Arizona Attorney General to review legal options to ensure the Archivist maintains accurate records and that Congress executes its duty to call a convention when the two-thirds state application threshold is reached.
