Proposes amendment to Arizona Constitution Article IV, Part 2, Section 20 to establish a continuing appropriation mechanism if no general appropriation bill is signed into law for a new fiscal year.

Prior fiscal year's general appropriation bill continues automatically for the new fiscal year, subject to adjustments by the Joint Legislative Budget Committee to remove one-time transfers, adjust debt service, and account for inflation and enrollment growth in education, health care, and economic security programs.

Continuing appropriation does not take effect if the adjusted prior year budget plus other required appropriations exceeds projected general fund revenues for the new fiscal year.

Legislature is authorized to enact laws to enforce this section.

Proposition to be submitted to Arizona voters at the next general election.
