Proposes amendment to Arizona Constitution Article IV, Part 1, Section 1 to explicitly grant the Arizona Legislature and the people through initiative power the authority to enact laws concerning the practice of law.

Establishes that enactments by the legislature or the people supersede conflicting court rules and regulations regarding the practice of law.

Adds new subsection (2)(b) to the constitutional section on initiative and referendum powers to codify legislative and initiative authority over law practice regulation.

Requires submission of the proposed amendment to voters at the next general election per Article XXI of the Arizona Constitution.
