Proposes constitutional amendment to Article VII, Section 11 requiring state, county, city, town, school district, and precinct officers to be elected on the first Tuesday after the first Monday in November in even-numbered years.

Grants the Arizona legislature authority to prescribe uniform dates and procedures for all county, city, and town elections, including charter city and county elections.

Finds that uniform elections lower barriers to voting, increase voter participation, reduce election costs, and enhance election integrity.

Seeks to overrule the court decision in Strode v. Sullivan (1951) and subsequent rulings that exempted charter city elections from state election laws.

Requires voter approval and gubernatorial proclamation before the amendment takes effect; to be submitted to voters at the next general election.
