Repeals the aggregate expenditure limitation for all school districts (subsection 2), which previously required the Economic Estimates Commission to set an annual cap on combined school district spending adjusted for student population and cost of living.

Removes provisions allowing the legislature to authorize excess school district expenditures by concurrent resolution with a two-thirds vote of both houses.

Eliminates special exclusions from "local revenues" that applied only to school districts, including proceeds from property sales, capital levies, self-supporting commercial services, and certain state transaction privilege tax revenues.

Retains expenditure limitation requirements for individual school districts and community college districts, which must still be established by law with voter approval for any excess spending.

Applies to fiscal years beginning after June 30, 2025, and requires voter approval as a constitutional amendment under Article XXI.
