Proposes adding Section 38 to Article II of the Arizona Constitution to establish a constitutional right to a clean and healthy environment, including pure water, clean air, healthy ecosystems, and a stable climate.

Declares that public natural resources including water, air, flora, fauna, and climate are common property of all people in present and future generations.

Requires the state and its political subdivisions to serve as trustees of these resources and to conserve, protect, and maintain them for the benefit of all people.

Establishes these environmental rights as inherent, inalienable, and indefeasible, self-executing rights that cannot be infringed by the state.

Directs the Secretary of State to submit the proposition to voters at the next general election for approval.
